Practicing Telepsychology under PSYPACT

To practice telepsychology under the authority of PSYPACT, you will need to apply for and obtain an E.Passport from the Association of State and Provincial Psychology Boards (ASPPB) and apply for and obtain an Authority to Practice Interjurisdictional Telepsychology (APIT) from the PSYPACT Commission. Once the E.Passport and APIT have been obtained, psychologists can practice telepsychology in any PSYPACT participating state* without having to obtain additional licenses.

The Human Resources and Services Administration (HRSA) of the US Department of Health and Human Services (HHS) has awarded ASPPB federal funding to help provide support for the 2020 Coronavirus Aid, Relief and Economic Security Act (CARES).  As part of the 2020 funding, and in hopes of increasing access to mental health care services via telepsychology, ASPPB is excited to announce that the E.Passport application fee ($400) will be waived starting today through December 31, 2020.  If you already applied for an E.Passport and paid the application fee, refunds are being issued in the order in which applications were received. ASPPB Credentialing staff is working diligently to process applications quickly and accurately. We have been experiencing a significantly high volume of applications and we know you may have some questions, so please see below for some FAQ’s to help guide you through.

1. How do I apply?

In order to apply, you will need to either create an account in PSY|PRO, ASPPB’s credentials management system- ), or log into an existing account. Once logged in, look to your right panel. There will be a section called Select an Activity. You will want to select Practice Telepsychology under PSYPACT. This will allow you to initiate an application and pay. Your application checklist will appear on your Home page in your Activity Summary section. Select “edit” to access the checklist and complete the required sections.

NOTE: You will see your Credentials Bank in the lower half of your page when you log in. THIS IS NOT THE E.PASSPORT APPLICATION. Information entered in your Credential Bank will show in your E.Passport application but there are many sections of the Credentials Bank which are not relevant to the E.Passport.

2. I paid the fee, what do I do next?
Your application can be accessed by clicking “edit” next to your E.Passport in your Activity Summary when you log in. You will be brought to your application checklist. Select “edit” next to each section and either input the required information or review information that would have populated from your Credentials Bank. Save the sections as complete. Once all sections of the checklist have been saved as complete and your official transcripts have been attached, you will be able to select “edit” next to Submit for Review. Doing this will allow you to submit your application into the review queue.

3. I have completed all the sections in the checklist but I cannot submit for review. How do I submit for review?
Official transcripts (graduate) must have been received by ASPPB and attached to your application before you will be able to submit for review.

NOTE: If you have already requested a transcript- there may be a delay in processing for the University or its designated clearinghouse- ASPPB Credentialing staff is working through our electronic database to ensure any that have been received so far get attached to your application.

NOTE: If you have had a transcript sent to ASPPB in the past for the Credentials Bank, CPQ, PLUS or IPC- ASPPB Credentialing staff is working through our electronic database and archives to ensure they get attached to your application.


4. Do I have to complete the entire Credentials Bank in order to apply?
No . The Credentials Bank is visible when you log into PSY|PRO but it is not your application. Information you have added to your Credentials Bank will populate in your E.Passport application. Your application can be accessed by clicking “edit” next to your E.Passport in your Activity Summary when you log in.

5. Can I transfer my National Register information to complete the application?  
No. The application for the E.Passport is relatively short and does not include components that would need information that you have stored with the National Register. We do require official transcripts, however those must come directly from the university or their clearinghouse in order to comply with our primary source procedures.

Do I have to have graduated from an APA/CPA accredited or Joint Designated program?
Yes. Eligibility requirements state that the degree program must have been accredited by the American Psychological Association/ Canadian Psychological Association or designated by the ASPPB National Register Joint Designation Project ( ) at the time your degree was conferred in order to be eligible.

I don’t know my EPPP information and I need it for my application- how do I get that information?
Please complete the information to the best of your ability and ASPPB Credentialing staff will contact you if additional information is needed to locate your score in the repository. An official EPPP Score Transfer is not needed. Please note that Candidate ID is not a required field.

How long will it be before I receive the E.Passport?
As we are experiencing a very high volume of applications and inquiries at this time, we do not have a start to finish time right now but are working through applications as quickly as we can.
