ASPPB Mobility Programs

A psychologist must be licensed in each state or province where he or she provides services or performs activities that fall within the "scope of practice" of the psychology licensure or practice act in that jurisdiction. Because of differences in requirements among jurisdictions – and because requirements for licensure have changed over time – licensure in additional jurisdictions may not always be as simple as a practitioner assumes it will be or thinks it should be.

The ASPPB Mobility Program has been established to facilitate professional mobility of licensed psychologists through the recognition by ASPPB member boards of professional psychology licenses duly issued by other ASPPB member boards.  Professional mobility enhances the consumer’s access to a broad range of psychological services across jurisdictions.

To assist psychology licensing boards in handling licensure applications from individuals who already hold a license to practice psychology in another state or province, ASPPB maintains four mobility programs to facilitate professional mobility for licensed doctoral-level psychologists:

The Certificate of Professional Qualification in Psychology (CPQ) is a program by the Association of State and Provincial Psychology Boards (ASPPB) to promote mobility for licensed doctoral psychologists in the United States and Canada.  The CPQ documents that the individual holding the certificate has met specific requirements in licensure, education, examination and training and has never had disciplinary actions taken against his or her license.  

The Credentials Bank: A Credentials Verification and Storage Program (Bank) offers safe long term storage for professional documents. The ASPPB Credentials Bank is the perfect place to store vital information such as EPPP scores, transcripts, oral and jurisprudence examination scores, internship and postdoctoral experience hours, post-licensure work experience, documentation of specialty training, or continuing education certifications. With the ASPPB Credentials Bank, documentation is safe and stored electronically for one's future needs.

Newly Developed-- The Interjurisdictional Practice Certificate (IPC) is a mechanism for licensed psychologists to more easily practice temporarily in another jurisdiction. The IPC will provide ASPPB member jurisdictions with better oversight and regulation of licensed psychologists wishing to practice temporarily in their state, province or territory. The concept behind the IPC is one of “notification” and “temporary permission to practice” rather than full licensure.

The ASPPB Agreement of Reciprocity (AOR) is a cooperative agreement between ASPPB member states and provinces whereby any individual holding a license in one ASPPB Agreement of Reciprocity member jurisdiction may obtain a license to practice in another ASPPB Agreement of Reciprocity member jurisdiction.  Entrance into the Agreement of Reciprocity is dependent on a state or province demonstrating that their requirements for licensure meet the standards required by other participating jurisdictions.

ASPPB MOBILITY SERVICES

ASPPB offers two services to assist you in your licensure efforts.

The ASPPB EPPP Score Transfer Service  provides one's EPPP score to a licensing jurisdiction and checks against the ASPPB Disciplinary Data System to verify whether disciplinary action has been taken against a license.

The ASPPB Closed Training Program Verification Service (CTPVS) allows closed psychology training programs the opportunity to permanently store records with ASPPB.  With ASPPB serving as the Agent of Record, the psychologist has one, central repository they can call on for those entities requiring training verification.
